Lisbon, July 17, 2026 — Portugal’s Parliament has approved changes to the TVDE law. Drivers will now need functional knowledge of Portuguese, at least 50 hours of training and a pass mark of 27 correct answers out of 30 in the final exam.
The maximum age of TVDE vehicles will increase from seven to 10 years, and to 12 years for electric vehicles. Vehicles must display a permanent anti-fraud identification sticker issued by the IMT.
Taxis will be allowed to work through TVDE platforms if they meet the required conditions. Advertising on TVDE vehicles will also be permitted.
The current legal limit on surge pricing will be removed. Platform commission will remain capped at 25%, but it will be calculated on the fare before VAT.
Cameras may be installed inside vehicles only with the consent of both the driver and passenger. Audio recording will remain prohibited, and video recordings may be stored for no more than 30 days.
The new law also introduces emergency systems, stronger information sharing between public authorities and higher fines for companies, which may reach €44,000.
